Harvest 10% Overweight Permit Policy
- At the September 6, 2022 Commission meeting the Richland County Board of Commissioners voted to change the Harvest 10% Overweight Permit to a Seasonal Permit at a cost of $1,000 per vehicle with an expiration of December 1, 2022.
Richland County Transportation permits are now online through LoadPass permits. There are Townships participating in the LoadPass program as well, so please be sure to include all roads in Richland County when completing route information.

North Dakota State Highway permits are not valid on Richland County roads and vice versa.

Richland County Spring Load Restrictions were lifted as of 7:00AM on Tuesday, May 30, 2023. A 6-Ton year-round restriction remains in effect on CH 1 from CH 16 to ND Highway 13 until further notice.

- An application for Drainage Work within County Road Right -Of-Way must be filled out for any work performed in Richland County Right-of-Way (Ditch Cleaning, Tile Outlet/Mtc., Driveway Installation, Culvert Installation, etc.)

About
The Highway Department, as with other county departments, acts under the authority of the Richland County Board of Commissioners. An appointed county engineer serves as department head, while the day-to-day projects are conducted under the supervision of the road superintendent and bridge foreman. Our main office is located in the courthouse in Wahpeton, ND, while we have departmental shops located across the county, which you can view here.
Mission
The primary function of the Richland County Highway Department is to provide a safe and reliable highway system for the traveling public by maintaining and constructing roadways and bridges within the county.
These roadways and bridges create a vital link from farms to market, homes to work, school and shopping, routes for mail and emergency services, and accesses to recreational opportunities.
Responsibilities
The highway department is responsible for the planning, design, construction, and maintenance of highways on the county highway system and bridges on the county and township highway systems.
